TEWKSBURY — Planning Board discusses regional housing strategy. Member Jonathan Ciampa presented the Northern Middlesex Council of Governments "At Home in Greater Lowell" initiative, which proposes building 9,800 to 17,800 new units over ten years. Chair Stephen Johnson criticized Tewksbury's one-acre lot minimum and 150-foot frontage requirement as barriers to starter homes, noting half-acre zoning had been drafted but never finalized.
Member Ciampa raised concerns that production alone cannot solve affordability, citing Somerville's experience: median single-family home prices rose from $780,000 in 2015 to $1.3 million in 2025, a 67 percent increase. Two development applications were unanimously continued to April 13 and April 27.
