Town Manager John Curran outlined the 20-year agreement, which guarantees minimum annual payments of $2 million through a Payment in Lieu of Taxes arrangement plus $3.8 million in additional town payments, totaling over $40 million over two decades. The facility, sited at 73-75 Hillman Street on 4.3 acres, will be subject to Energy Facilities Siting Board approval, with Tewksbury intervening as a party to negotiate safety conditions.
