Tewksbury's Conservation Commission continued a contested hearing on a stormwater and clearing plan for the 1777 Main Street plaza to November 4. The town's conservation agent said he "cannot in good conscience recommend the issuance of an order of conditions" because of an unresolved potential vernal pool first flagged in a 2022 letter from former peer reviewer Bill Manuel. Attorney Don Bornstein and engineer Jim Hanley argued the project would treat the depression as a vernal pool regardless of certification, with a proposed wet pond capturing about 85 percent of sediment from eight acres of untreated parking lot.
Project principal Mark Ginsburg offered to triple the no-disturb buffer to 75 feet and reroute drainage using a "storm receptor." Member Linda Darveau said the drainage change "should probably go by" the town's stormwater engineer before approval. The commission also cleared five smaller residential applications and approved a duplicate certificate of compliance for New England Power.
