School Committee Seeks Exemption From Surveillance Bylaw
School Committee · Meeting of September 16, 2026
Tewksbury School Committee seeks exemption from a proposed town surveillance oversight bylaw. Chair Bridget Garabedian said the measure, headed to October 6 Town Meeting, could shift control of school security cameras and Wi-Fi logging to the Select Board despite the committee's authority under Massachusetts General Law Chapter 71; Town Counsel Kevin Feely told the Select Board the schools are likely not automatically exempt. The committee certified payroll totaling $1,419,860.24 and $1,757,212.34, and unanimously adopted a new "Protect Act" policy, ACL, governing staff interactions with civil immigration enforcement, after suspending its own three-reading rule.
New Superintendent Nancy Milligan presented her entry plan with mentor Jane Tremblay, saying "I'm eager to implement and uphold our district's core premise to every learner." Administrator David Libby previewed Town Meeting articles including $717,000 for Dewey and Heathbrook repairs and up to $580,000 for high school field lighting.
